New users can submit way too many submissions at one time. Often there are lot of errors and guideline violations leading mass declines, frustration and user to give up submitting. Adding threshold to new users would be good idea;
Off the cuff proposal:
Max 5 pending edits
Must vote at least 20 edits (votes not counted in vote tally) in par with general consensus.
Restrictions apply before user made over 20 edits passed voting and accepted/declined ratio is over 90%
IMO that prevents mass edits messing up database and simultaneously allows us to guide new users edit-by-edit. Also I see no benefits limiting edits after we have ensured a good start for the user.
