Move voting controls below comments to encourage informed voting

Move the voting controls (Yes / No / Abstain radio buttons) on edit detail pages to below the comment section, rather than their current position in the page header.

The status badge, voting deadline, and vote tally could remain in the header as read-only information – only the actionable voting controls would move.

Describe the benefits this would bring to existing users

Currently, voting controls appear at the top of the page, before the edit details, vote tally, and comment thread. This makes it easy to cast a vote without ever scrolling past the comments – and without registering that a discussion is taking place.

Moving the controls below the comments means voters must scroll past the comment thread to vote. They don’t have to read it, but they’ll at least see that a conversation exists. On contested edits where comments are doing real work – flagging errors, citing sources, raising questions – this increases the likelihood that the discussion actually reaches the people it’s meant to inform.

It doesn’t prevent quick votes for users who’ve already read the thread; they just scroll to the bottom. It’s a small structural nudge toward more informed voting, not a restriction on voting behavior.

Is there an existing way to achieve this goal?

No. A voter can scroll down to read comments and then scroll back up to vote, but the layout doesn’t encourage this and doesn’t signal that comments exist before voting.

Additional context

This came up while using StashDB and noticing that contested edits with substantive comment threads aren’t necessarily visible to voters before they vote. The proposal is intentionally minimal – keeping the header’s informational role intact and only relocating the action.
